I'm not an Apple expert, so you've called me out on that, LOL, so I can't tell you what boxes to tick in an Apple device's settings. Maybe someone else can, I hope so.
But there are some basic principles that are common to all devices.
1 Make sure you have enough free storage. Your device has 128GB. Look in your settings to see if you have less than 123GB used up already. You say you don't have many apps on your Mini, so I think that is not the problem.
2 Transferring from your iPhone... I don't know if that will work. I suspect not because on an Android with maps on an external SD, taking the SD to another device doesn't work. I think Apple will be similar in a different way, but I suppose you could try.
3 Deleting all apps? You could try that. Some apps always run in the background, using resources. If you uninstall everything you'd eliminate those. A less drastic approach might be to try to find which apps run in the background all the time and uninstall those. In Android I find that difficult, but the Apple system might be easier.
4 Erase and start again with Apple Quickstart? I don't know what Quickstart does. If it reloads apps from the cloud I can't see it being of much help, it will just reload the problem. If you want to go to that extreme, maybe factory reset, update OS, load just Traveller and maps.
5 Streamline settings? Sorry, not being an Apple person I can't help you with that one.
If iPad mini users who have solved this performance problem could contribute here I'm sure many others would appreciate it.
