Don't know what it was for, but coincidentally or otherwise it's near the end of the rabbit proof fence in Starvation Boat Harbour, near Hopetoun in WA. There are also lots of remains of steel bolts or anchor points either side of the concrete wall. The beach to the east of that is endless sand!
